Coal
Sourcing Studies
WEIR's coal sourcing investigations have resulted in locating, assessing,
and evaluating suitable fuels to meet the requirements of numerous United
States and international power projects. Our studies have been used to identify
appropriate sources of coal, to determine viability of prospective suppliers,
to assist in developing an efficient strategy to comply with existing and
prospective air quality emission regulation, and to assess projected busbar
cost from each potential coal source.
Producer Evaluation
Producer evaluations include "fatal flaw" analyses designed to alert
the coal customer if possible situations exist which could result in an interruption
to the flow of fuel to the power plant. WEIR has prepared producer evaluations
for lending institutions and power project owners.
Coal Market Assessment
Coal market assessment is a service that WEIR provides to coal producers and
coal consumers. For producers, we project potential coal sales opportunities
based on the client's specific coal quality and competitive position. Potential
markets include investor owned utilities, independent power projects, and
industrial boiler users. For consumers, we project the size of the potential
coal supply on a specific or a range of coal quality specifications. We identify
and rank viable sources, and, if appropriate, assist in contract negotiations.
Price forecasts can be made on either an F.O.B. mine basis or on a delivered
price basis. Forecasts incorporate alternative strategies for complying with
clean air regulations.
Contract Assistance
WEIR provides a variety of services to coal suppliers and consumers in the
field of contract assistance. These services range from anonymous solicitation
of coal supply bids to serving as buyers or sellers representative during
negotiations. Our depth of experience and length of service to the coal and
electric utility industries have proven to be valuable to our clients.
Quality Standards and Controls
WEIR works for both suppliers and consumers in establishing and evaluating
quality standards and controls. Services which we provide range from bias
testing evaluation at either the shipping or receiving point to determine
the cost/benefit of establishing the ISO 9000 series of quality control. These
standards are applied to assist the seller in securing bids and to assist
the buyer in avoiding hidden costs in out of compliance coal purchases.
International Power Projects
WEIR provides comprehensive service to all aspects of the fuel supply side
of international power projects. WEIR's experienced staff, supported
by its affiliate international companies, provide expertise dedicated to coal
